GALLAF PHASE 2 – Functional Safety Assessment (FSA)

NOC is expanding the capacity of the offshore Al Shaheen oil field in several phases. Batch–3 consists of two new WHP’s, a new Process Platform, as well as extension / tie-in to existing brownfield locations. FEED Engineer TechnipFMC tasked PSC to carry out Functional Safety Assessment (FSA-1) in accordance with IEC 61511-1.

Scope of Services:

FSA was split into 3 stages:

  • FSA-1.0 Functional Safety Management Plan (and co-requisite documents)
  • FSA-1.1 HRA and SIL Assignment
  • FSA-1.2 SRS, SIL Verification Report and select preliminary design documents

The staged approach was agreed in order to match the tight project schedule and ensure that any gaps were identified and rectified at an early stage.

In addition to FSA-1 requirements as per IEC-61511-1, PSC carried out a preliminary assessment of the Project Functional Safety Management System (FSA-1.0), working closely with Engineer and Company to identify action items.

Draft assessment findings were distributed to the FSA-Team and discussed via teleconference with participants in multiple locations and time zones.
FSA final report including checklists for each location and compliance assessment statement was submitted on time two months after project start.

Update: In 2021, PSC was awarded the contract to carry out FSA-2, and in 2022 the FSA-3 assessment.
